Notice to lakefront property owners regarding record-keeping prior to flood event.

After a sudden change in a natural boundary fronting a lake or river, re-establishing the lost property boundary can be extremely difficult without recent photographs. At this time of year, Browne Johnson Land Surveyors recommends that owners take and store several photographs of their foreshore and beach, as many as necessary to show the entire length of the property. Simply possessing these photographs can make any future negotiations with the Crown simpler and less costly.

The province has commissioned the independent BC Flood and Wildfire Review to gather feedback from those affected by recent flood or wildfire events. Home owners are encouraged to provide feedback to the review of how floods and wildfires were handled. The focus is on the 2017 season however anyone with flood or fire experiences in recent years should also respond.

This review, chaired by Maureen Chapman and George Abbott, is seeking input from BC residents affected by flood or fire events. There are opportunities for online, in person and mail in submissions but the deadline is March 31, 2018.

Heads Up - CSRD is implementing a new requirement for building permits in Electoral District Area E (Sicamous area and Anstey Arm), and a change to building permits in parts of Area F (North Shuswap).

There are pros and cons to having a requirement for building permits and you will all have your own opinion on whether they are good or bad. The main argument for permits is usually to ensure construction and renovations are done to a safe standard; and the argument against is typically the cost, bureaucracy and delays.

Building permits and inspections will be required for all new construction and most renovations.
Some of the cost for this new service will be passed on to taxpayers (eg $23 annually for a residential property valued at $300,000), and some will be covered by the builder through the building permit fee (eg new home valued at $200,000 would result in a building permit fee of approximately $2,100). In addition to applying for a Building Permit, there will be six on-site inspections at various times during construction. The new requirements will start January 1, 2018.

The North Shuswap portion of Area F currently has building permits, but until these changes only required only three inspections. The new regulations will require six inspections. The CSRD exempted the Seymour Arm portion of Area F from any building permits after holding a special community meeting with residents, who strongly stated their opposition to bringing building regulation to Seymour Arm.

However, we checked with CSRD and they are proceeding to implement the new regulations in water access only areas north of Sicamous and up Anstey Arm. In our opinion, this does not make sense at this time. You should contact the CSRD if you feel the same way.
